Unpaid PCNs Costing £500 Million per Year

According to research conducted by the British Parking Association (BPA) and the BPA member, Penham Excel,  motorists who are consistently failing to pay the fines they incur after receiving Penalty Charge Notices (PCNs) are costing local authorities a collective amount of more than £500 million per year.
