Councils Given Right to Enforce Traffic Offences

For the first time local authorities outside of the ones in London and Cardiff, which already have the power, will be able to enforce moving traffic offences such as making an illegal turn or stopping in a yellow box junction.  

Last year a Freedom of Information (FOI) request revealed that local authorities in London and Cardiff fined drivers a combined total of £58.2 million for committing moving traffic offences in 2018/19.  The Department for Transport (DfT) stated that giving these powers to local authorities across the country would free up police resources. An approximate 300 councils in England will be able to enforce these rules by the end of the year. Transport Minister, Baroness Vere commented: Local authorities will need the tools to manage roads in the way that best serves local needs, which may vary in different parts of the country, and it is this ethos of localism that lies behind our decision to give more powers to local authorities under the Traffic Management Act. They will be expected to use these powers to improve connectivity, boost active travel, and increase air quality by reducing congestion. And to ensure this change is fair, we will publish guidance for local authorities, so they can make drivers aware that enforcement is being undertaken.”
